• Guy/Howard論文の準備として、Guyが書いたとされる文書を三つ読む。三つとも匿名なので著者推定リストを使うのだが、The Plague of Beggersが本当にGuyが書いたものなのかは不明。

1848, Church Lane, St. Giles

• これはSSLの調査にもとづくもの。St GilesにあるChurch Laneの劣悪な衛生環境にたいする貧民窟調査系の記述による想像的探訪を可能にするスタイル。ついで、この衛生環境を改善するためのSanitary Billを通すのに反対した人たちを批判する。その中で、St Gilesの教区司祭rectorがalmsgivingに賛成するのにSanitary reformに敵対的なことを指摘し、preventive/palliativeの区別を導入し、前者に自分をこの教区に後者を割り振る。その後、prenventiveの重要性を訴えるという流れ。このpreventive/palliativeという区別はGuyの好んだものだといえるが、記述スタイルが全然違う点が興味深い。

1848, Plague of Beggers

• beggersを基本的に詐欺師として描き、かれらの絶え間ない救いを求める声に悩まされる中産階級の苛立ちを描く。基本的には、beggersの存在は貧困の結果ではなく、原因だという主張を行い、indiscriminateなalmsgivingがbeggersを産み出すとする。これに対する方法は、good-nautredゆえの心からのささやきに耳を塞ぎ、idlenessを助長するalmsgivingをやめるということ。ここではself-controlというテーマはalmsgivingをしてしまうweakness of characterという問題とからめて議論される。almsgivingの代わりに提案されるのはよりよい住居の提供と、よりよい学校を通じた教育。

• 興味深いのは表面的な観察者に優越する深い観察者を提示しているところ。

  • Superficial observers measure the poverty of a nation by the number of its beggars; and hasty travellers are eloquent on the unequal distribution of wealth, on the strength of the number of miserable objects they encounter in the streets. This is a great and dangerous fallacy, and must be corrected. Let us look a little beneath the surface, and scan the matter closely. (pp. 396-397)

• 詐欺師的なbeggersを路上から一掃するために全員workhouseに放り込めばいい（そうすれば安逸を求める詐欺師たちはworkhouseを回避するだろう）と言った主張がされている。が、どうやらpoor law (およびworkhouse)自体には否定的なようだ。

  • When they have done this, when industry again enjoys those rights of which individual thoughtlessness has deprived it, we shall have something to say on that more systematic plunder of the industrious classes which passes by the name of Poor-laws, and some suggestions to offer as to the proper substitutes for that gigantic system of national folly and injustice which embodies itself in workhouses.
